The answer is that supervisory management makes product, middle management makes process models (some of which may get used), and top management communicates business needs. This latter, if done well, indirectly affects culture by allowing everyone at least to latch on to a consistent model. This is as close as you can come to "building the culture", a task that no one can do directly, considering what a culture is.
