Delineate <http://delineate.sourceforge.net/> is a Java Swing GUI for converting bitmap raster images to SVG (ScalableVectorGraphics) using AutoTrace. It displays SVG results using the Apache Batik SVG toolkit. Input formats are TGA, PBM, PNM, PGM, PPM or BMP.
