There are many arguments both pro and con, as well as suggestions as to how we should do the various things related to refactoring pages. It seems that in many cases personal views have been elevated to authority and policy. So without some sort of measurement how do we 

* 1) ensure a change actually makes an improvement, and 
* 2) move standards of refactoring beyond being the opinion of the loudest debater?
