The basis for the modern Internet was clearly documented in April 1963 by J C R Licklider, director of the Behavioral Sciences Command & Control Research at ARPA, in a memorandum to his colleagues which described an "Intergalactic Computer Network" (and was notably addressed to "Members and Affiliates of the Intergalactic Computer Network".)
