This is an approach which promotes and allows the Open interchange of wiki content by way of a combination of public (internet) and private (local editing) pages. The choice of what you want publicly displayed in your pages, localized version or internet version, or both, is left as an option to be exercised by you alone as a user-collaborator. 

A present day (20121223) example is the SmallestFederatedWiki, being promoted by WardCunningham and some individuals associated in the effort.
