This term is based on the endless circular discussions one hears (and possible participates in) in bars and other places where people are intoxicated. A wino, in USA slang, is a mentally addled drunk of the lowest sort, the kind who talks to himself on street corners.

Frequently, they arise when trying to apply verbal arguments to technical problems, such as the MontyHallProblem or BirthdayParadox.
